About Phis3
Public Health Information, Surveillance Solutions, and Systems (PHIS3) is an independent non-governmental organization devoted to designing and harnessing innovations in advanced analytics and technologies to provide reliable, accurate data to aid decision making, plan sustainable programs and develop public policies that reach and benefit underserved populations.
By consistently adapting to evolving and emerging trends in public health, information management, and research, we are able to provide quality services that are responsive to the ever-changing needs of our clientele.
Where We Work
Based in Nigeria’s Federal Capital Territory, Abuja, we work closely with the Government of Nigeria (GoN), the U.S President’s Emergency Fund for AIDS Relief (PEPFAR), the U.S. Centers for Disease Control and Prevention (CDC) and other implementing partners (IPs) to support all the states of the federation.

Meet PHIS3’s dynamic leadership team
Dr. Oludare Onimode
Project Director
He is the Project Director at PHIS3. He is responsible for providing strategic leadership, oversight and resource management for the successful implementation of the project in line with project objectives. In addition, he leads engagements and stakeholder relations with our indigenous and international partner organizations as well as our donors.
Dr. Onimode received his double Bachelor’s degree in Medicine and Surgery from Usman Danfodiyo University, Sokoto State. He also has a Master’s degree in Public Health from The University of Sheffield, UK.
He has vast experience in disciplines ranging from Clinical practice and Health Information Management Systems to Public Health and Project Management. Prior to his current role at PHIS3, he worked for DevTech Systems Inc., first as the Technical Director / Deputy Chief of Party for the S4SIPMS project and later as the Chief of Party. Before working at DevTech Systems Inc., he worked at the U.S Embassy in Abuja, Nigeria as the Senior Program Specialist – Monitoring & Evaluation for the US Department of Defense Walter Reed Program Program. He is a registered Medical Practitioner with the Medical and Dental Council of Nigeria (MDCN).
In his leisure, he enjoys reading.
Dr. Olaposi Joseph Olatoregun
Deputy Project Director
As technical lead of the PHIS3 project, he supervises all unit directors and coordinates all the activities conducted within the project to ensure that the organizational and programmatic goals are achieved. In addition to providing technical oversight, he works with the Project Director to lead engagements and relations with our funders, key partners and stakeholders.
He received his double Bachelor’s degree in Medicine and Surgery (MBBS) from the University of Ilorin, Kwara State and went on to earn a Master’s degree in Public Health from Staffordshire University in the United Kingdom. He has also completed a postgraduate Short Course on Antiretroviral Therapy (SCART) at the Institute of Tropical medicine, Antwerp, Belgium.
Dr. Olatoregun has more than 12 years’ work experience in Clinical and Community Medicine, Public Health, Quality Improvement, Monitoring, Evaluation, Accountability and Learning (MEAL), Health Management Information Systems (HMIS), Data Management and Accountability for a wide range of thematic areas and programmes including HIV/AIDS, malaria, and tuberculosis etc. Before joining PHIS3, he worked with notable not-for-profit organizations including FHI360 and APIN Public Health Initiatives. He is a member of the Nigerian Medical Association (NMA) and the Medical and Dental Council of Nigeria (MDCN). He is also a fellow of the International Society for Quality in Health Care (ISQua).
In his spare time, you can catch him watching the latest blockbuster or sparring over a game of chess.
Segun Idowu
Director of Finance and Administration
He is directly responsible for managing the day to day financial and administrative operations and processes of the organization including budget management and monitoring, cash flow projections, ensuring compliance with financial standard operating procedures (SOPs) and controls.
Administration-wise, he ensures the provision of a smooth and conducive work environment for staff.
He received his Higher National Diploma (HND) in Accounting from Yaba College of Technology in 2000 and his Master’s in Business Administration from the University of Lagos in 2012. He is a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN).
With nearly 17 years of work experience from notable organizations such as the International Institute of Tropical Agriculture (IITA), APIN Public Health Initiatives, Information Technology Developers Entrepreneurship Accelerator (IDEA), Olusegun Dosumu & Co. and most recently, Widows & Orphans Empowerment Organization, he brings to PHIS3 considerable expertise in Financial Management, Audit, Budgeting and Leadership for-profit and not-for-profit organizations.
In his leisure, he enjoys playing or watching a great game of football and travelling.
Gibril Gomez
Director, Health Informatics
In this role, he leads the development, design and deployment of Health Information Systems (HIS) for PEPFAR-supported implementing partners and government Agencies in Nigeria such as the National Agency for the Control of AIDS (NACA) and the National AIDS, STIs and Viral Hepatitis Control Programme (NASCP). In addition, he provides leadership and oversight to the PHIS3 Health Informatics team on all program activities.
He received his Bachelor’s degree in Information Systems (ICT) from the University of The Gambia in 2011. He went on to earn a Bachelor’s degree in Business Administration from the University of Charleston, USA in 2016 and is currently in the process of completing another in Computer Science at Unicaf University, Malawi presently.
Before joining PHIS3, he worked in various capacities with both for-profit and not-for-profit organizations in Nigeria beginning with Qcell Telecommunication Company where he was the Associate Technology Officer; and then, eHealth Africa, Institute of Human Virology Nigeria (IHVN) and most recently, Jhpiego (an affiliate of Johns Hopkins University).
He is a Board of Directors (Community Representative) member at OpenMRS Inc., a global community that brings together individuals with expertise in disciplines such as global health, software development, quality assurance and implementation to build and maintain a robust electronic medical record system platform.
In his leisure, he enjoys a good game of soccer, chess or squash and socializing with family and friends.
Dr. Kehinde Balogun
Director, Data Management & Analytics
He leads the unit responsible for the use of program data for monitoring and evaluation, HIV surveillance, implementation science, quality improvement, and research purposes, and directly spearheads all of PHIS3’s data collection, reporting and usage activities to ensure that the project stays on track to deliver its objectives.
He received his double Bachelors in Medicine and Surgery from the University of Ilorin. He has a Master’s in Public Health from the University of Central Nicaragua and a Master’s in Business Administration from the National Open University of Nigeria.
Dr Balogun’s work experience spans 12 years and functional thematic areas including Clinical medicine, Public Health, Implementation Science, Quality Improvement, and Monitoring & Evaluation. He worked as a medical doctor at the Federal Medical Centre (now Federal Teaching Hospital), Abeokuta, Nigeria Military School, Zaria, Kaduna State, Federal Teaching Hospital, Gombe and Olaolu Hospital, Ilorin, Kwara State. He has also worked in the not-for-profit sector with reputable non-governmental organizations such as the Catholic Caritas Foundation of Nigeria (CCFN), APIN Public Health Initiatives and most recently, Catholic Relief Services (CRS) where he rose from Senior Specialist, Monitoring & Evaluation to Technical Advisor and finally, Acting M & E Director.
He is a member of prominent professional bodies such as the National Medical Association (NMA), the Medical and Dental Council of Nigeria (MDCN), the International Society for Quality in Healthcare (ISQua) and the Society for Quality in Healthcare in Nigeria.
Outside work, Dr Kehinde enjoys outdoor games, road trips and networking with other professionals.
